I have check this issue but I did not face any client error message at my end.
So would you please elaborate more regarding this issue and provide information

Title:
  [7.0] Impossible to activate import "Allow users to import data from
  CSV files"

Status in OpenERP Server:
  Incomplete

Bug description:
  With OpenERP 7.0, impossible to activate data importation from a user.
  If you select the option, nothong happens.

  To reproduce the bug:
  1. Create a new db
  2. Install a module. Warehouse for instance
  3. Configure default options.
  4. Go to Configuration -> General settings. Select "Allow users to import data from CSV files"
  5. Apply your modifications... and the option is not saved and impossible to import data
