Title:
   writeoff amount > 0 allowed without write option required

Status in OpenERP Addons (modules):
  New

Bug description:
  In latest revno in 6.1 & 7.0 addons follow this steps:

  Installed account & account_voucher required

  1. Validate demo supplier invoice, result open balance 14
  2. Click on Pay button 
  3. Select any payment method: cash i choose
  4. Set amount voucher value great than set from invoice: here write off amount is computed
  5. Validate voucher
  6. check move generate, has extra line with writeoff amount.

  
  This is an error, so if amount voucher is > unreconciled amount from move must be required write off account.
