 As you said in first line 2 projects are created.I have checked this issue with latest trunk and 7.0 also.I haven't fount this.
So give more description for this issue.

  [project] [7.0] 2 projects are created when creating a project via
  "Projects" -> "Create".

Bug description:
  2 projects are created when creating a project via "Projects" -> "Create".
  1 project has the assigned Team members/tasks etc. The other one is empty and can be deleted.
