Title:
  Unmet module dependencies should raise exception

Status in OpenERP Server:
  Confirmed

Bug description:
  When a module has unmet dependencies an error is logged. As well as
  this an exception should be raised to ensure that the server
  administrator is aware of the situation. From the client, the module
  installation effectively fails silently.
