Ok, I simply forgot the tick multicompany onmy admin rights... 
easy mistake... I will not be the only one I think

  [7.0] company id missing during config of localisation module

Bug description:
  Hello,

  I am configuring a multicompany instances. 
  I created the 1st company and installed l10n_fr without any problems.

  Then I create a 2nd company, install l10n_de, the configuration wizard
  starts, I select the chart of account I want to use and the default
  vat but I cannot validate. error on Company field (see screenshot).

  (note that I already ticked the checkbox 'multicompany' in
  Configuration / Configuration / general paraméters)

  Please note that if I start manually the wizard (Configuration /
  Technical / Configuration wizards) then I see the field company and
  everything works fine.
