Hello  ,

I have checked this issue and i noticed that in this issue when we
refresh the page the value of need action counter changed which can be
handel from web side. we can not solve this at server side so this issue
dose not affect to Framework.

@community: I request to take a look at this and take a appropriate
decision on this.

Bug description:
  neither marking a message as todo not moving it back to the original
  folder updates the number of messages in the menu
