Yes, Agreed wih hiral we have to work on this. Reason is as follow.

Same behavior for sale order too,this type of same issue was posted ago
on sale order. Thanks to Google/launchpad I can still find that easily.
Would you please have a look on lp:680975.

As per my point of view this is a good suggestion as qdp said on
comment#3 of lp:680975. Also appreciated the suggestion solution on
comment#2 of lp:680975.

I am considering this as a good suggestion (Because take one real
scenario once I create a Sale order and change my unit price according
to customers negotiation now I am waiting for the customer's approval
till I can't  validate my sale order. After 1 or 2 days customer told me
that please increase the quantity and send me the 20 instead on 10. I
get the more order, So I am  getting overexcited and change the qty
instantly and forget to check the price then what happen I will loose my
negotiated price).

So because of this reason we need to improve this behavior.

Note:I am confirming this for sale and purchase both because we have try
to keep both 's  behavior same.

Bug description:
  OpenERP v7.0 Purchase - Quotations

  Scenario:

  Create new quotation and add the product with quantity 10. Change product unit price  from 10 (defined on the product form)
  to 20. Save.
  Open quotation and change quantity . OpenERP will change unit price back to 10.
