Bug description:
  With latest trunk,

  Creating user not working, 
  ~~~~~~~~~~~~~~~~~~~~~
  Even already configured email and outgoing email server.

  Getting message: 
  ~~~~~~~~~~~~~~
  Cannot send email: no outgoing email server configured.
  You can configure it under Settings/General Settings
