You are right, but I still think that there is an issue.
There is a UI problem that should be fixed:

A double click in the Survey kanban does not open the survey document in
form view mode, witch is inconsistent with other OpenERp kanbans, such
as Project Tasks and Project Issues.

Should I open a distinct bug report for this?

Bug description:
  Version 7.0-20130122-001415 with Survey module:

  To reproduce:
  - go to Tools > Surveys > Surveys
  - on the top right corner of one of the demo surveys click "Edit"

  Notice the space at the right of  the "Save or Discard" buttons: it's
  empty and should feature action buttons.

  - now click on the "Form View" button on the right-most side:

  Note that now the buttons "Print, Attachment(s), More" are shown.
