Yes, Its behavior not a bug.

Let me clarify. We have improved the cash register functionality on version7. 
Go to journal form view and see the "Cash register" tab, and you can see two check box (boolean) field there.
See "Opening With Last Closing Balance" and "Cash Control".

You have to checked "Opening With Last Closing Balance" field then this
journal will be used for Cash Register.

This is new improvement on V7.

Title:
  [7.0/trunk]Cash register doesn't work properly

Status in OpenERP Addons (modules):
  Invalid

Bug description:
  It was working fine on 6.1 as well as 6.0.

  I don't know whether its regression or its behavior.

  What I am trying is, I creates a one cash register with cash journal.
  Enter the price 100 and unit 1. Then save the cash register it will
  shows the amount it 100 which is fine.

  But now I am going to open the cash box and see Opining cash control
  balance is 0.00, It will shows the 100.

  It was worked on previous version, So may I missed something??
