I agree with Ferdinand  , Google user ( Synchronisation ) 
must be available for all user in user Preferences.

Bug description:
  Hello!

  AFAICS only users with admin rights will be able to set their own and
  other users google credentials in  Settings/user - Synchronisation

  the google credentials must be enterable in Preferences
