Hello ,
I agree with Antony , If user language is Franch then it should be recognize "Belgique".
Instead of No matching record found for name 'Belgique' in field 'Country' .
Its gives you (Get all possible values) where you can chose value manually ("Belgique") ,So with this
point I am confirming this issue.

Bug description:
You can use any runbot database for testing this one.
Try to import a csv file for a partner with name as "Test" and country_id as "Belgique" (French name for belgium)
Even though the language you set is French and you country name is "Belgique", it won't recognize it and ask for changing the value.
This means that it's not possible to import data with value for m2o
name attributes in other languages than English. You could potentially
have problem on any field of type translate.
Solutions? :
1. Display a correct message saying that for translatable fields, the EN value must be given (easy, that's just a message but not a usable solution)
2. Look for the translations when importing? At least look at the translation of the field for the language used by the current user?
