Hello,

I have checked your scenario, but I think you might have a missed
something..

When you try to set null value on HR, At that time you have face the
problem "Null value can't set". Because you are try to update the demo
data. and demo data has been established as noupdate="1". But If you try
to same scenario on newly created user. Than It's work fine. So It's not
bug and that's why I am closing this Issue. If you still any doubt than
without hesitation reopen this Issue.

  HR access rights, cannot set empty value

Bug description:
  In verion 7 if you go to any user and try to set the empty select
  value at HR and you save to object it returns back to Employee
