Title:
  [7.0] impossible to give enough access to make creation user manager

Status in OpenERP Server:
  New

Bug description:
  It is impossible to give enough access to a user so he can create
  other users.

  Only admin user is able to do this.

  To reproduce:

  - create a user
  - give Technical Features and Administration - Access Rights rights to that user
  - login with the new user
  - try to create another user with your new user

  You will get an access denied:
  Access Denied

  The requested operation cannot be completed due to security
  restrictions. Please contact your system administrator.

  (Document type: Users, Operation: create)


  In group Access Rights, the rule res_users group_erp_manager gives all
  accesses on User object
