I want to submit my answer here.

You ticked the "Track Manufacturing Lots" and  Activate Track
Manufacturing Lots, So whenever you manufactured this product then
production lot is become required. Same as here you tried the incoming
shipment through purchase order, So for that you have to ticked the
incoming lot activated then and then only serial number are required for
purchase order 's picking.

Try this it will help you. After Activate Track Serial Numbers on warehouse part, assign the "Manage Logistic Serial Numbers " group to your user. Go to product and activate the "Track Incoming Lots " after that you will see the production lot required for incoming shipment and get this warning when you try to done reception without serial number.
"Error occurred while validating the field(s) prodlot_id: You must assign a serial number for this product. "

If you Activate Track Manufacturing Lots, for this create Manufacturing
order try to done it you will see the popup.

So you missed the above step please try it.

  Summary: I can receive a serialized product without having to input
  the serial number.

  Open the demo data. Go to Settings/Warehouse. Activate Track Serial
  Numbers. Open product [ADPT]. Activate Track Manufacturing Lots. Got
  to purchasing. Create PO for this product. Receive products from this
  PO but don't input any serial numbers. The receiving can be completed
  without inputting any serial numbers.

  Expected: The system should require the receiver to input the serial
  numbers of the products.
