I had other modules that were neither installed nor uninstalled. I canceled the installation of these modules one by one and the installation of crm_claim was successful. 
In fact, if a module fails to install, it can prevent the installation of other modules. You must cancel manually the installation of failed modules.

  Cannot install crm_claim 7.0.1.0

Bug description:
  When I try to install crm_claim running the latest revision 8689 I get this error:
  Integrity Error

  The operation cannot be completed, probably due to the following:
  - deletion: you may be trying to delete a record while other records still reference it
  - creation/update: a mandatory field is not correctly set

  [object with reference: name - name]
