As suggested by Daniel Reis(SECURITAS SA) here are the steps to
reproduce the bug.

Install openERP and an already installed postgress instance. (Uncheck
postgress during openERP 7.0 installation).

After installation is successful change the pg patch in the openerp-
server.conf file to point openERP to the correct posgress directory.

Environment : Windows 7

Install the modules : CRM, Project Accounting, Purchase, Warehouse,
Manufacturing and Human Resources.

Go to Settings-> Companies and Create a company.

Go to Warehouse -> Products and create following products

Product A - Choose any category and make the product as Check Mark  'Can
be sold'. Procurement Method: Make to order,Supply Method :Manufacture.
Enter the Cost price.

Product B and Product C - Choose any category and Check mark 'Can be
Purchased'. Procurement Method: Make to Stock and Supply Method : Buy.

Go to Product A and create Bill of Material by clicking on to button
Bill of Materials. Choose B and C as BoM components for A.

To reproduce the Error, Click on Product B or C and Click on button
'Request for Procurement' and  click on the button 'Ask for New
Products' in the next screen. This will take you to Products / B / INT:
admin screen. Click on 'Run Procurement'

This displays the said error as shown below again.

Hope I have given the required information. Request some help to resolve
the issue. As mentioned before this error is not seen when connected to
a DB with demonstration data.

  OpenERP 7.0 - Product Screen -Request Procurement

Bug description:
  Hi All,
  I created blank data base. I installed CRM, Purchase, Warehouse,Manufacturing, Human resources, Accounting modules.
  I have created the organization under Settings-> Companies. 
  I created 3 products A,B and C. Also, I have created a Bill of Material for A with BOM components as B and C.
  I navigated to product A and clicked on Request procurement button which took me to next screen with a button ask for new products. This leads to INT: admin screen which has 'Run Procurement' Button. When this button is clicked, I get the following error.
