Bug description:
  1. Install a new database and wait for the modules side to allow
  installation of first module(s).

  2. In the attached video you can see that untranslated view of apps was loaded after initial database installation:

  3. Normally we would expect either the translated modules kanban view
  with all local modules or a request in advance, if the apps side or
  the modules side should be taken to install first modules.
