  [Trunk/7.0] Account: Configure Accounting Data wizard does not pop-up
  after installation of project_timesheet module from Project

Bug description:
  Hello,

  Steps to produce this bug:

  Create a database without demo data.
  Install project module.
  In settings/Configuration/Project, check "Record timesheet lines per tasks" and  "Log work activities on tasks" and Apply it.
  After installing project_timesheet module from that configuration, Set Your Accounting Options wizard is coming instead of Configure Accounting Data wizard.
  It should ask first to configure Chart of Account if Chart of Account is not installed for current company.
