Hello DBR,
As per your above scenario, 
when we create new db and installing  mail module give all rights to Admin,
we should always be able to send emails, but "Write to my followers" apply only when HR is installed.
To compose new message, we can able to send emails by mail button on top-right.
It's not bug.

  [Trunk]: Unable to Compose mail or 'Share with my followers...' after
  installing mail module

Status in OpenERP Addons (modules):
  Invalid

Bug description:
  Hello,

  Tested with latest trunk.
  Create new DB, Install mail module give all rights to Admin.
  Go to Messaging > Inbox Try to compose a new msg...
  Or Want to Share some information...

  Result:
  There is no compose button or facility to share Information.

  Expected:
  It should be there after installing mail module and proper access right setting.
  [Like: All Db of rnbt]
