It would be helpfull if the error-message was specific to the actual
error:

- is jinja2 not installed?
- is no outgoing mail server configured?
- is an outgoing mail server configured, but is it not actually able to send an email?

Just saying 'no outgoing email server configured' regardless of what the
error is, seems to me confusing and plain wrong.

  [7.0] User creation ignores outgoing mail settings

Status in OpenERP Addons (modules):
  Invalid

Bug description:
  Creating a user with an email address will result in this error
  regardless of if outgoing mail servers are configured.

  Cannot send email: no outgoing email server configured.
  You can configure it under Settings/General Settings.
