  [7.0]Fed. States in MultiCompany

Bug description:
  In multi-company environment, creating federal states makes duplicates
  for each company.

  To re-produce:
  1- Enable Multi Companies, add rights to user.
  2- Create another company
  3- Set address for Company A, create state.
  4- Set address for Company B, the state created in Step 3 is not available and must be created again.
  5- Check 'Sales > Configuration > Address Book > Localization > Fed. States', two states using the same name, code and country are available.

  This happens using the same user on OpenERP 7 Trunk. It is a minor
  issue but confusing.

  It is natural for some businesses to operate several companies in the
  same country, thus the same states.
