I have checked this issue with latest trunk as well with 7.0. and for
both its working fine. So, I have attached a video for your reference
,please  have a look on that.

So, would you please check it again and correct me if I did any wrong
steps ?

  7.0 delivery: stock.picking report does not use the partner language

Status in OpenERP Addons (modules):
  Incomplete

Bug description:
  The report for stock.picking in the stock module correcly uses the
  partner language to print the RML report out pickings.

  The same report for out pickings in the delivery module does not.
