Thanks for looking into this.

First note, in the video you shared, the description of the product is
in German but all the headers of the report (location, serial number...)
are in English rather than in German.

Second note, there are 2 reports for stock.picking.out : the one you are using in the video (delivery slip) and another one (delivery order) available as a button in some states of the picking (I'm sure it is available in "Done" state, but maybe also when the picking is "assigned"). That report is defined in the delivery module (shipping.rml) and the RML does not use 
setLang(picking.partner_id.lang) as picking.rml does in the stock addon. 

Please do not hesitate to ask for more information if the above is not

  7.0 delivery: stock.picking report does not use the partner language

Bug description:
  The report for stock.picking in the stock module correcly uses the
  partner language to print the RML report out pickings.

  The same report for out pickings in the delivery module does not.
