  l10n_be_partner_vat_listing  declaration amount should be
  <ns2:VATAmount>%(vat_amount).2f</ns2:VATAmount> .2f

Bug description:
  for Belgium Authorities the amount should have a mask .2f
  so when the amount is 25 euro, it shoud be 25.00 in the xml file.
