Yes I discovered this too
the problem is the rule
Record Rules / Personal Leads
this must be deactivated to see all  leads
unfortunately there is no menu/config entry for this

  sale - see own leads - all (sale) users must not be  back in the group
  after update of sale module

  to reproduce

  remove users from 
  Groups / Sales / See Own Leads

  run update=sale

  all the removed users are back in the group - this must not happen
