  Multicompany aware delivery methods

Bug description:
  The delivery methods (delivery.carrier) is not multicompany aware

  My logic would be such that most companies have few common delivery
  methods especially if they are in different areas not to mention
  countries

  As such having multicompany-aware delivery methods that permits a non-
  technical user to share delivery methods between companies and
  restrict the ones he doesn't want to be seen is as vital as any other
  model (sale.order, products, pricelists etc)
