Thank you for reporting this to Ubuntu.  That PPA is for test builds and not for general usage.   Here are instructions on requesting a backport for general consumption: https://wiki.ubuntu.com/UbuntuBackports
Please report any other issues you may find.

  Trying to install openjdk-7 using the ppa is failing because of broken packages. I followed the following steps:
  sudo apt-add-repository ppa:openjdk/ppa

  sudo apt-get update

  sudo apt-get install openjdk-7-jdk
  Some packages could not be installed. This may mean that you have
  requested an impossible situation or if you are using the unstable
  distribution that some required packages have not yet been created
  or been moved out of Incoming.
  The following information may help to resolve the situation:
  The following packages have unmet dependencies:
   openjdk-7-jdk : Depends: openjdk-7-jre (>= 7~b117~pre1-0maverick1) but it is not going to be installed
  E: Broken packages

  sudo apt-get install openjdk-7-jre 
  Some packages could not be installed. This may mean that you have
  requested an impossible situation or if you are using the unstable
  distribution that some required packages have not yet been created
  or been moved out of Incoming.

  sudo apt-get install openjdk-7-jre-lib
