[Bug 2119080] [NEW] why openjdk-11 in ubuntu pro?

In https://ubuntu.com/security/notices/USN-7674-1 all versions ubuntu
expect 25.04 and 22.04 need ubuntu pro for upgrade to 11.0.28. WHY? Why
22.04 do not need ubuntu pro? It's lts version too. Maybe you publish
openjdk-11 for all?
