Bug description:
Hi!

When I set the "Theme Level" to "Global Level" (settings -> Themes) I expect the "Theme Combo Box" in the Service Manager not to be displayed because changing the Theme there does not have any effect. (And OpenLP v1 behaves like this as well.)
