We use the same "New" icon for creating a new service (File -> New) and
the icon in the Service Manager. We use the same "New" icon in Customs
and Songs in the Media Manager as well. And I hardly see a difference
between these two icons in the theme manager, I always guess which is
which or I'll wait for tooltip to appear.

Why shouldn't we use the same "new" (and "edit") icons for the theme
manager?

The Theme Manager should have the same "Edit" and "New" icons like the ones the Service Manager and the Media Manager have.
