Review: Needs Fixing
Missing - Copy Theme, Rename Theme.  Import Theme will take v1 theme exports.
Output Area Locations is incorrect.  It is the change to location or size of areas.  You cannot move the footer output to the left hand side.  That would be alignment.  The must useful feature is to move the footer to the top of the screen and move the main area down. You should use Main and Footer as that is what is on the screen.
