I had no problem on my wife's W7  64bit computer without python or anything.
 I didn't have anything to import, but there were no bugs in the debug file
and it offered to import openlp.org 1x

Bug description:
  Tried to import our church database into 1.9.3 and it failed on the 5th song with encoding problems in copyright field.
