What Andreas has done looks correct to me. 
If this results in a problem, then we need to find and fix a different module which isn't checking HAS_OOO correctly.

Easy to check it out, just change "import uno" to "import foobar" temporarily, and see if just the OOO based imports fail or if they all do.
