  Alert has to be saved, before it can be send live

Bug description:
  Hello,

  Currently an alter has to be saved/created before it can be send live,
  which is not very helpful when you need the alert right now (and don't
  want to save it).

  Solution: Allow sending an alert when an "alert text" is entered.
