  If global theme level, options to change service/song themes should be
  hidden

Status in OpenLP - Worship Presentation Software:
  Confirmed

Bug description:
  If OpenLP is configured to Global Themes level, then on initial load
  the Theme Switcher at the top of the Service Manager is visible. This
  should be hidden. Note it is hidden if you later change the theme.

  If OpenLP is configured to Global or Service Themes, then when right-
  clicking on a Song in the service manager, the option to change the
  Item theme should be hidden, as it is ignored.
