So if i understand this correctly:
A theme is selected and told to be applied globallly or for a service. But the ability to add a theme to a specific song if this is done needs to be changed to where you can't set a theme on a song/custom or such right?

  Confirmed

Bug description:
  If OpenLP is configured to Global Themes level, then on initial load
  the Theme Switcher at the top of the Service Manager is visible. This
  should be hidden. Note it is hidden if you later change the theme.
