Song and Custom UI have the ability to set a theme.  This should only be
active IF the global theme level is Song.

The same happens in the servicemanager.  This is hidden if the setting
is changed BUT not on restart so the setting is not used in
initialisation but triggered by a change event.

Bug description:
  If OpenLP is configured to Global Themes level, then on initial load
  the Theme Switcher at the top of the Service Manager is visible. This
  should be hidden. Note it is hidden if you later change the theme.
