  Is there planned any easy to use interface for translating android
  part of openlp?

  There exists http://amanuens.com/ . It allows translators to use web
  interface for localization of android based apps. It offers a free
  service for open source projects. For and-bible
  (http://code.google.com/p/and-bible/) this service works fine.
