  If global theme level, option to change service should be hidden

Status in OpenLP - Worship Presentation Software:
  In Progress

Bug description:
  If OpenLP is configured to Global Themes level, then on initial load
  the Theme Switcher at the top of the Service Manager is visible. This
  should be hidden. Note it is hidden if you later change the theme.
