You will need to resubmit proposal (Link on the top right of the merge proposal page)

It is unlikely that having an empty file in the source tree will encourage anyone to put anything in it, especially without any instruction of what to put in it. So I think it will be best to bzr remove it until such time it contains code. Thanks.
