The general issue was already fixed (wrong mysql encoding).

However effects of that were not yet fixed.

???? are there because the ru translation on the translation server was
not yet recreated since that time.

The fix should be to regenerate ru.ts from trunk and also other messed
up translations could be also regenerated.
