No, the release is "1.9.6-bzrXXXX" - this information is pulled directly
out of bazaar. If we moved to 1.9.7, not only would this confuse
everyone running the nightlies, but you'd also throw the Debian package
versioning and Python versioning schemes out.

Bug description:
If I'm running openlp from latest bzr source with the --dev-version
option, it reports the version of the latest release.
For example: latest release is 1.9.6 and the --dev-version claims
version 1.9.6 even when the 1.9.6 was already released.
I think it should report the version which will be released as next.
The reason for is compatibility for different openlyrics version. Some
portion of openlyircs import/export code is checking for openlp
version saved in openlyrics xml. Since I wrote some automated tests
for openlyrics import/export, these tests may not behave correctly.
