[Bug 964030] Re: Bible theme change only works if theme level is set to "Song level"

I agree with the working with designed, but I'm wondering whether to
hijack this bug to look at the wider picture.

First time someone uses OpenLP it defaults to Global themes. Yet they
are given options to change the Bible Theme or edit a song and give it a
theme. This then causes the new user confusion when it completely
ignores these themes.

I personally think we should default to using Song Themes, since they
won't take affect anyway unless someone sets a service/song/Bible theme,
so it won't act differently initially but lead to less confusion when
they set these objects.

I also think if Global or Service theme is set, we should hide or
disable the ability to set a song or Bible theme, or ask the user if
they want to turn on Song themes.

I think Bible theme should always change, if it is set so in settings.
