Bug description:
  On Archlinux OpenLP Build 2014 exporting settings fails with the
  following traceback:

  Traceback (most recent call last):
    File "/usr/lib/python2.7/site-packages/openlp/core/ui/mainwindow.py", line 1039, in onSettingsExportItemClicked
      get_filesystem_encoding()), u'openlp', u'exportConf.tmp')
  NameError: global name 'get_filesystem_encoding' is not defined

  This also occurs on Win 7 x64
