Why as the image border colour is for filling out images which do not fit.
If you want to use the them background then what happens if this is an image?

Bug description:
  when replacing live background with an image, if the image does not
  fit, the "gap" is filled with the colour chosen in the image
  configuration page.

  when replacing live background with a video, the gap is filled with
  the theme colour.

  This is should be consistent.
