I'm able to reproduce it on Czech Win7 64bit with directory name:

openlp data dir ěščřžýáíéúů

  if try to set Data Location path with non-english charecters openlp show
  "Error window". i'm using OpenLP 1.9.11
  when i set all-latin charecters path it is ok
