Explanation to lines 3534ff:
Windows internal implementation of the POSIX locale.strcoll() does only work with ASCII. Python uses the Windows internal call. So it is broken, and we have to use a different commend. Possible candidates are ICU (extremely fast, but adds some megabytes of data) and Qts localeAwareCompare() (which is said to be slow). For non-Windows it is best to use locale.strcoll(), as it is rather fast and works fine without additional space.
