Thanks for getting back so quickly!
The Phonon backend uses whatever decoding the operating system (in this case Windows) provides. So it is quite interesting that Windows Server 2012 doesn't have the issue. Does Windows Media Player has the same click issue? In theory it should since it uses the same decoders as OpenLPs Phonon-backend.
Do you have any special codec pack installed? Like ffdshow or K-lite? If not, you could try to install ffdshow and set it to be the default mp3 decoder and see if it has any effect.

Bug description:
I am running OpenLP 20.3 on a Windows 7.0 Enterprise operating system.
When I link an MP3 file to a song and press the play button there is a
loud click before the song starts playing.
If I use the MP3 as a Media file the click does not occur.
