Bug description:
  Configure Formatting Tags form has inconsistent control labels between
  the Listview and the Edit Selection controls. This could be confusing,
  especially as the word "tag" is used in two different ways.

  Listview columns:
  Description, Tag Id, Start HTML, End HTML

  Edit Selection controls:
  Description, Tag, Start tag, End tag
